Bi-polar family member: WHAT CAN I DO?

My mother has bipolar disorder and severe depression. When she was working, but his mental state was bad enough for my family qualify for housing fell by a special program. He graduated from the University there are about 2 years and think that things start to look for him. Instead things got worse. A few months ago, she left her job as manager capitalized because it was too stressful. Since then, only seems that nothing matters. I’m in college now, but I have noticed a change in her as either June or July. She began sleeping all sorts of random moments throughout the day which is very different from him. Things began to deteriorate just before my departure. I like his nap 4-6 sessions over a period of 24 hours, followed by brief periods of wakefulness. She used to sleep at 9 pm and wake up in the morning to 5 or 6 if it works or not. Then out of nowhere going home at 3 am (very rare) sitting in my living room, alone, without TV or anything. And she just sat there for hours doing nothing. And he always seems sad. My father said she told him she wanted to be alone when he is going to talk to him and he is very worried. She used to spend time with my family in the studio, but now that the most isolated of the day. When I spoke to my father tells me its getting worse and not knowing what to do. We’re 3 months behind on our rent and we almost lost our home. If we lose this place, my family is fucked, because we have come to the right of refuge. My parents are almost 50 and I did very badly to see our family go through this again. I also want my mother back. The doctor who always plays with his medication and it is at least a dozen pillbottles on his bedside table (I could not even say how much but its a lot). I know firsthand that the lowest cost medical / mental health clinics seem to like scripts discount. At a time when I was younger was in a minimum of 6 myself. I stopped all because they made me feel like a zombie. I think they have hurt my mother. The drug causes contraction and shit. I do not. I think it has much to do with the random change of mood. Anyway, my point is that my father and I need help. It does not take care of herself and wondered if anyone knew how they could get to. We are even considering legal options at this point, but do not really want to do that .* Edit * We have tried to get them to take less medication, but she does not listen
